Hartford Parish Council is a civil local authority, being the first tier of local government. We’re an elected corporate body whose ten volunteer Councillors are elected to serve for four yearsParish Councils are non-political and not linked to any other organisation.

The activities of Hartford Parish Council fall into three main categories:

  • Representing the local community
  • Delivering services to meet local needs
  • Improving quality of life and community well-being

The Parish Council’s responsibilities include parks and open spaces, sports facilities, public halls, and allotments.

Meetings of the Parish Council are held on the second Monday of every month (with the exception of August) at Hartford Village Hall. The Annual General Meeting of the Parish Council is held in May.

The Council employees two part-time employees: a Clerk and Responsible Financial Officer, and a Village Hall Administrator.

CHAIR
MARTIN LLEWELLYN

My wife and I have lived in Hartford for over 30 years. I was a GP in the Weaverham Surgery for nearly thirty years, and retired in 2013. When I retired, I felt I still wanted to serve the community in some way and joined the Parish Council. My main hobby is music, and singing in particular. I am in two choirs, the Rivendell Singers and the choir of Sandiway Church, where I have worshipped for over thirty years. My wife and I are also keen narrow-boaters. I have enjoyed being part of the Parish Council over the last few years and feel it is a privilege to serve the community.

My working life began at the London Stock Exchange but after moving to Cheshire I embarked on a new career in pre school education, specialising working with children with special needs. I gained a position with Vale Royal Borough Council, firstly in welfare and graduating to Community Care Manager for the whole of the Borough working with older people and people of all ages with disabilities. Outside the Parish Council I am a Trustee of Age UK Cheshire. In my leisure time I love to travel, enjoy working in my garden and exploring my family roots in genealogy.

COUNCILLOR
PHIL HERBERT

On leaving the Royal Navy I trained as an Operating Theatre Technician, and this lead me to a career in the medical equipment manufacturing industry. I have a degree in history and landscape archaeology, with an interest in Hartford’s history, particularly the Albemarle bomber crash. A few years ago, I produced a book detailing this tragic event and it is available for reading by arrangement with the Village Hall Administrator. Being a Parish Councillor has many rewards I have found, not least being the many residents I have met in the course of my duties.

STEVE FARRELL

My and wife and I came to live in Hartford in 1976. I joined ICI as a Supply Chain Contracts Manager, which involved working throughout Europe, Argentina, and Trinidad and Tobago. I retired after 47 years in employment. I have been involved in many local community activities. I was the chairman of Hartford County Primary School PTA, Cub Scout leader, and have worked with the Northwich Rugby Club. I have enjoy dinghy sailing and classic car restoration and have a 1978 Land Rover and 1952 and 1954 military Austin Champs. I also have an allotment in the village.

MARTIN JONES

I have lived in Hartford for 5 years with my wife and two sons who attend The Grange Senior School. I was Chair of Governors of our son’s primary school, and I enjoyed supporting the Head Teacher to improve the outcomes of the children who attended. I studied Law at the University of Central Lancashire and spent my early career working in the Retail Sector. I am the Managing Director of Home Instead Senior Care, a business that provides care for people to stay in their own homes. I also sit on the Business in the Community Age at Work Senior Leadership Team.

MARTIN LOFTUS

We moved into the village in 2011. I’ve enjoyed a career in the aircraft engineering business, with specific responsibility for supply chain and logistics. I’m now semi-retired which allows me to devote much time to my duties as a Parish Councillor, and affords me the opportunity to play golf regularly at Sandiway where I am a member. We have a Cavachon dog named Molly who we regularly walk around the village. I became a Parish Councillor in 2013 and now sit on the Finance & General Purposes Committee as well as the HR Committee.

WES BUTTERS

I joined the Parish Council in 2017 with the aim of helping to bring focus to its digital development.

Spending over a year renovating one of Hartford’s historic buildings has given me an interest in the preservation and future of this special village.

ROBIN HUNTER

I have lived in Hartford since 2003. Having worked for HM Customs and Excise for 38 years, I took early retirement and joined the Canal & River’s Trust driving the trip boat at the Anderton Lift, and Group Scout Leader. I became a Magistrate in Central Manchester, later transferring to the Northwich Bench. I retired as a Magistrate when the Northwich Court was closed. In September 2017 I was co-opted onto the council; I saw this as an opportunity to get involved in local matters, feeling it is very important to maintain the village and its atmosphere.

TOM DICKERSON

My wife and I moved to Hartford in 1999, and our son was educated The Grange School. I obtained an honours degree at Liverpool and worked as a research scientist. An opportunity arose for me to study Dentistry, which I did in Manchester. Eventually, I established a practice in Newcastle under Lyme. It became very successful winning national awards, and grew to five surgeries offering private and NHS treatment. On retirement I focused on other forms of service. Presently, I am President of the Rotary Club in Knutsford.

Paul Manley

I have lived in Hartford for over 30 years and both of my children have attended Hartford Manor primary where my wife is a Governor.

I studied Computer Science at the University of Salford and have spent the years since in various technology and information security roles within both government and private sectors.

CHRIS POOLE

I have edited and produced Hartford News since 2005. During this time, the newsletter has moved from black and white to full colour, and has gained an online presence. The “Without Whom” department includes volunteer proofreaders, distributors, councillors and contributors, as well as unfailingly helpful printers, and the Parish Clerk. In my day job, I taught mathematics for 33 years, over half of them as head of department, before taking early retirement in 2016. My wife and I have lived in the village since 2003.

VICKY HERBERT

The Village Hall is run by a management committee.  The objects of the Committee are:

a)    To provide facilities for the education, recreation and other leisure-time occupations to enhance the quality of life for the residents of Hartford.

b)    To maintain and operate Hartford Village Hall and ground pertaining thereto for activities promoted by the Committee in furtherance of the above.

ALEX HASKELL

Before joining Cheshire police in 2016, I worked as an apprentice operational support officer in the intelligence unit at Greater Manchester Police. during the apprenticeship I gained qualifications in customer service, I.T. and maths. I was given a full time role within the Police, training officers and staff to deal with domestic violence, helping to set up and form a new unit to help tackle Child sexual exploitation, and delivering training and helping to review counter terrorism strategies. Click below to read more on your local policing unit.
